Northern Virginia hosts the largest concentration of data centers on earth, built with the help of public incentives, approvals, and commitments to the surrounding communities. This report audits a selection of those commitments against public records: what was promised, what was delivered, and what cannot be verified at all.
Methodology: public performance reports, Virginia FOIA records requests, and a graded promised-vs-delivered framework applied identically to every agreement reviewed.
